Constitutional attorney Robert McWhirter says President Donald Trump’s intent to send the National Guard to Chicago to protect ICE agents has no legal basis. McWhirter added that it’s different from when former President Dwight Eisenhower deployed the National Guard to Little Rock, Arkansas to enforce the Brown v. Board of Education SCOTUS decision.
