French President Emmanuel Macron has warned that the global credibility of the United States and its NATO allies is on the line in Ukraine, as U.S. President Donald Trump attempts to end the Russian invasion once and for all.

Macron, in an interview with NBC News, said that how the United States and its allies handled the war in Ukraine would have global consequences for their credibility.

“What’s happening in Ukraine is extremely important for Ukrainian people, obviously, but for the whole security of Europe, because we speak about containing a nuclear power, which decided just not to respect international borders anymore,” he said.

“And I think it’s very important for your country because it’s a matter of credibility,” he said. “The way we will behave in Ukraine will be a test for our collective credibility in the rest of the world.”

Macron said Trump was confident he could reach a deal to end the war in Ukraine, which he welcomed while stressing that any agreement must not have negative consequences for Ukraine and its European allies.

“My point … is to be sure that this deal is not detrimental to Ukraine and Europe,” Macron said.

“All of us, we want a deal, and we want a peace deal. But we want to make sure that this peace, and so this deal, will be something which will allow the Ukrainians to recover their country and live in peace, to be sure the day after this peace deal that they will have sufficient deterrence power not to be attacked again, and to be sure—for the Europeans—that they will live in peace and security,” he said.

But the French president appeared less upbeat about Putin’s attitude to ending the full-scale invasion Russia launched in 2022.

“When I look at the situation and the facts, I don’t see President Putin very willing to get peace now,” he said, adding, “But perhaps I’m too pessimistic.”

Macron said he still hoped for a ceasefire even though Trump said after meeting Putin on Friday that a ceasefire was not an essential step toward a deal.

“It’s impossible for a Ukrainian president and Ukrainian officials to have talks about peace as their country is being destroyed and as their civilians are being killed,” Macron said, adding that security guarantees for Ukraine were vital.

“If you make any peace deal without security guarantees, Russia will never respect its words, will never comply with its own commitments,” Macron said.

Macron also said that in the absence of progress, Russia should be hit with more sanctions.

“I’m very much in favor of the fact that if, at the end of the day, there is no serious progress during the bilateral, or if there is a refusal of the trilateral meeting and, or if the Russians don’t comply with this approach, yes, we have to increase the sanctions, secondary and primary sanctions, in order to increase the pressure on the Russians to do so,” he said, according to a transcript of the interview provided by NBC.

Daily Mail: DHS under fire for controversial staffer comments

The Department of Homeland Security is defending the First Amendment rights of a staffer who has come under fire for posts and political commentary related to the Capitol riot. Before joining DHS, Eric Lendrum (pictured right) likened the political fallout conservatives faced from the January 6, 2021 rally to slavery and the Holocaust.

He slammed Democrats for ‘cowering’ under their desks as thousands of angry Americans descended on the Capitol that day. ‘There’s something so gratifying about seeing the images of these members of Congress — especially the Democrats — crouching under their chairs, putting on those stupid, like, bubble masks, those anti-gas bubble masks, and then taking selfies,’ Lendrum said on an episode of his podcast The Right Take just days after the riot.

He also said in a 2021 blog post on the conservative website American Greatness: ‘American conservatives are, right now, on a course for being every bit as ostracized and alienated from broader society as Jews were in the years leading up to Nazi Germany.’ The junior-level speechwriter at DHS also shared anti-immigrant rhetoric on multiple platforms before joining the second Donald Trump administration. In an October 2022 podcast episode, he endorsed the far-right ‘great replacement theory,’ which is a belief that nonwhite immigrants are diminishing the influence of white people across the world.

While a spokesperson for DHS declined to comment on the social media activity of a junior staffer before joining the agency, they instead sent the Daily Mail a link to the text of the First Amendment of the Constitution when asked for comment. Lnedrum did not respond to the Daily Mail’s request for comment on the reports detailing his online activity. Lendrum published on American Greatness until March 2025.

n his post-riot rant in 2021, he said conservative Americans are facing oppression like that faced by enslaved black people in America and Holocaust victims. ‘It has been said that the most surefire way to create an authoritarian regime is to completely dehumanize a significant portion of the population, so that their subsequent enslavement by the state will not face any larger resistance. It was true during slavery, it was true during the Holocaust, and it is true now,’ he wrote.

Lendrum has a relatively low profile, his employer and previous social media activity was first reported by NOTUS on Monday. The last time Lendrum posted to his X account was on the president’s birthday on June 14 this year when he published an image of himself alongside Trump. Lendrum has only 449 followers on X as of time of publication and appears to mostly use it recently to repost messages from Trump cabinet officials and allies. But he has used his X account in the past to share anti-immigrant sentiments.

He expressed lament with a New York Post headline saying that veterans were kicked out of hotels to make way for providing shelter to illegal ‘migrants’ during President Joe Biden’s term. ‘They are not migrants. They are not ‘undocumented.’ They are an invading army. The largest invasion in American history,’ Lendrum wrote on May 13, 2023 in a post to X. He added: ‘And what are you supposed to do with an invading army? Crush it, by any means necessary.’ Lendrum also claimed that asylum seekers are ‘scum.’

Before joining DHS, Lendrum also had a short stint as a press assistant at the Department of the Interior during Trump’s first term. ‘If I could work more closely with him, that is the one case in which I would ever go back into government work. Government work is not fun,’ Lendrum said in December 2022. And now, he’s back in Washington, D.C. for Trump’s second term working for one of the largest and most influential agencies in the federal government. A DHS speechwriter is responsible for preparing a myriad of public content for DHS Secretary Kristi Noem and her deputy. This includes ‘speeches, talking points, editorials, Congressional testimony, video scripts, web content and other written content,’ according to a description of the job.

President Donald Trump met with Ukrainian President Volodymyr Zelensky today at the White House, and boasted about his ability to end wars, making one major slip in the process.

The two world leaders met at the White House on Monday afternoon, along with a delegation of European leaders from the U.K., France, Germany, Italy, Finland, the European Union, and NATO. The leaders showed up to support Zelensky at the high-stakes meeting that could determine the future of his country. Discussing the possibility of a ceasefire, Trump bragged about his track record of “ending wars.”

“I’ve ended six wars. I thought maybe this would be the easiest one. And it’s not. It’s a tough one,” Trump claimed. It comes amid alarming fears over the president’s health due to an injury being spotted.

As Trump rambled about the wars he has claimed credit for ending, he made a major slip, calling the Democratic Republic of Congo, the “Republic of the Condo.” It comes after the Prime Minister of Italy mocks Trump with a brutal eye roll.

On X, a viewer pointed it out, writing, “Yes, he just said ‘Republic of the Condo.’ Can’t get his mind away from real estate!”

Trump immediately corrected himself, briefly closing his eyes as he gathered his thoughts. The high-stakes meeting, which had many eyes on it, was an opportunity for Trump to shut down rumors that he is experiencing a cognitive decline.

On numerous occasions recently, Trump has slipped up and misspoken, causing viewers to call his mental capacity into question.

Today’s mistake is not the first one Trump has made when speaking about the Congo. He was accused of not knowing anything about the country, after flippantly saying, “many people come from the Congo. I don’t know what that is.”

On X, another user added, “Trump’s Freudian slip “Republic of the Condo” in his press conference reveals his preferred solution to all international conflicts: turn them into luxury resorts!”

Today’s meeting comes just days after President Trump met with Russian President Vladimir Putin. The Russian leader rejected a cease-fire and called on Ukraine to cede land in the country’s east in exchange for a freeze in the front line elsewhere.

Trump and Zelensky’s last meeting in February ended abruptly and without any resolve. The two butted heads and Trump grew impatient with the Ukrainian president, telling him, “You’ve got to be more thankful, because, let me tell you, you don’t have the cards. With us, you have the cards, but without us, you don’t have any cards.”

Washington Post: In confrontation, Md. lawmakers urge ICE field director to ‘be humane’

The emotional back-and-forth mirrored the alarm many throughout the Washington region have been saying about President Donald Trump’s immigration crackdown.

Maryland politicians and advocates publicly confronted the interim director of Immigration and Custom Enforcement’s Baltimore field office last week at the state’s premier gathering for policymakers, questioning her agents’ tactics for targeting and detaining immigrants and imploring her to resist what they called the harsher edicts of the Trump administration’s enforcement crackdown.

“Your officers have to do your job, but do you have to do it in a manner where the windows are broken?” Del. Joseline A. Peña-Melnyk (D-Prince George’s) asked ICE director Nikita Baker during a heated question-and-answer session at the Maryland Association of Counties Conference in Ocean City.

Peña-Melnyk, one of several in the audience to question Baker on Thursday afternoon, questioned why ICE agents would use force to detain otherwise cooperative people, especially in front of children, and pleaded with the acting director to honor “due process.”

“We need to be respectful because we are lacking empathy right now in this country, and we are abusing people and we have laws for a reason,” Peña-Melnyk said. “Can you please go back to your office and tell them to be kinder?”

Baker said she would go back to her agents and convey that message. She defended them as professionals who have a job to do: “I can understand your feelings about it, but, however, I can’t stop doing my job. And my job is to enforce the law.”

The emotional back-and-forth mirrored the alarm many throughout the Washington region have been saying about President Donald Trump’s immigration crackdown since he took office earlier this year. The president declared a crime emergency last week in the District — mobilizing federal police agents and deploying the National Guard — and daily arrest sweeps have focused on immigration enforcement.

In Maryland, where many immigrant families reside, lawmakers are mobilizing to raise the issue during the 2026 state legislative session.

“What do we have to lose?” Peña-Melnyk said in an interview after the panel. “What in the world do we need to lose when we’re losing it all?”

While the General Assembly was in session from January to April this year, advocates warned lawmakers about the Trump administration’s immigration enforcement tactics, including detaining people with no history of criminal violations. In one incident, ICE agents in Maryland broke car windows in front of children during arrests, according to the Baltimore Banner.

But the comprehensive policy agenda that was introduced at the start of the session was narrowed in the end, with lawmakers barely beating the clock to pass the Maryland Values Act. That law requires law enforcement to notify officials when they are conducting activity at “sensitive locations,” including schools, libraries and courthouses.

But the law doesn’t include language championed by the Democratic majority in the House of Delegates that would have banned 287(g) partnerships, which are signed agreements between local law enforcement and U.S. Immigration Customs and Enforcement that enable collaboration among agencies to deport people.

The Senate killed the effort to curtail the 287(g) program, with Senate President Bill Ferguson (D-Baltimore County) saying he feared the move could provoke the White House amid Trump’s immigration crackdown and threaten critical federal funding amid a budget crisis in Maryland.

Those who championed the proposed law to limit 287(g), many of whom were in Ocean City for Thursday’s panel, said those fears have come true despite the state’s attempts to assuage the president.

“From the start, I believed that they were going to be who they are,” said Del. Ashanti Martinez (D-Prince George’s), chair of the Latino Caucus. “It’s our responsibility to be who we are as a state.”

Passing a ban on 287(g) agreements, Martinez said, would “highlight how we as Maryland are a welcoming state.”

Del Nicole Williams (D-Prince George’s), who championed the effort to ban 287(g) agreements, spoke on the Ocean City panel and announced that she will likely refile legislation that would curtail ICE’s power to deputize local police to enforce federal immigration laws.

“The Trump administration will probably continue to ramp up the enforcement activities that we have been seeing here in Maryland and across the country,” she said, noting that she has received a lot of requests urging her to reintroduce the 287(g) ban.

The panel focused on the relationship between Maryland and ICE, which varies substantially from county to county. Panelist Daniel Galbraith, the warden at the Harford County Detention Center, told the crowd about his county’s participation in the 287G program, a federal partnership between the Harford County Sheriff and ICE.

Baker outlined her agency’s responsibilities and championed its work to prioritize the deportation of violent criminals. She said the Baltimore field office had removed more sex offenders than any other in the nation, and had removed the second-largest number of alleged gang members. She also defended the choice of some of her officers to wear masks while arresting people because of incidents of immigration agents being doxed, threatened or followed home.

During her presentation, Williams called attention to the detention of Kilmar Abrego García, the Maryland man who entered the United States illegally when he was a teenager and applied for asylum in 2019. He was mistakenly deported to El Salvador by ICE and accused, without evidence, of being a gang member. The Supreme Court said in an unsigned ruling in April that his removal to El Salvador was illegal.

Baltimore City council member Odette Ramos, the first and only Latina on the council, recounted reports of masked ICE agents arresting city residents and taking them away in unmarked cars, and criticized the conditions of temporary holding cells in Baltimore that have drawn the attention of the state’s congressional delegation. Ramos urged Baker to use her position to make her agents act differently.

“It’s just really abhorrent that this is happening,” Ramos said. “I’m asking you to resist. I’m asking you to stop doing this.”

Other local officials and immigration reform advocates repeatedly questioned Baker over reported incidents of ICE allegedly violating due process rights and holding detainees in inhumane conditions. Baker’s responses drew mumbled rebuttals from the crowd.

Martinez, who moderated the panel, said he was glad the conference invited a group of people with differing perspectives on immigration enforcement to come together.

“We are having a lot of these conversations but in silos, right?” Martinez said. “Folks that are in support or folks that are opposed of the current enforcement measures of this administration are talking amongst themselves. I think this panel provided us an opportunity to get all the stakeholders in the room to have an honest and truthful conversation in a way that’s respectful of one another’s point of views.”

After the panel, a woman from the audience approached Williams and showed her a picture of her young granddaughter, whose father was deported a few years ago. The woman told Williams that she doesn’t know whether they’ll see him again, and that his absence has had a negative impact on her granddaughter.

“That’s the human side of this story that we’re dealing with,” Williams said. “And this is why I do what I do and why I fight so hard. Because these are actual human beings, these are my friends, these are family members, this is my community.”

Politico: ‘We are arresting the mayor right now, per the deputy attorney general’

An account of bodycam footage, submitted in a recent court filling, provides new detail about a confrontation outside a New Jersey immigration facility.

The federal officer who arrested the mayor of New Jersey’s largest city outside an immigration detention center in May suggested that he was making the arrest at the direction of the Justice Department’s No. 2 official, Todd Blanche, according to law enforcement body camera footage described in a new court filing.

The filing, from Rep. LaMonica McIver (D-N.J.), sheds new light on the chaotic scene on May 9 when Democratic lawmakers and Newark Mayor Ras Baraka, attempting to conduct an oversight visit, clashed with immigration agents. Baraka was arrested for trespassing, but that charge was dropped. McIver was later charged with assaulting federal agents; she is seeking to get the case dismissed.

According to McIver’s attorneys, a Department of Homeland Security special agent was on the phone as the events unfolded that day. Citing bodycam footage they obtained in the case, the attorneys wrote that the special agent, after hanging up the call, turned to a group of fellow agents and announced: “We are arresting the mayor right now, per the deputy attorney general of the United States. Anyone that gets in our way, I need you guys to give me a perimeter so I can cuff him.”

POLITICO has not reviewed the bodycam video. Although the footage was submitted as an exhibit in the case, it was not yet publicly available. A spokesperson for the Justice Department did not respond to requests for comment, and a response from the Department of Homeland Security did not address whether Blanche had ordered the agents to make the arrest.

The special agent’s apparent suggestion that he was acting at Blanche’s direction is the latest sign that top Justice Department officials are harnessing the power of law enforcement against Democrats and other perceived enemies of President Donald Trump. Trump’s DOJ has opened investigations into various figures Trump disdains, including Jack SmithJames Comeyformer Homeland Security aides who criticized him and many others.

Federal law enforcement officials have also detained New York City Comptroller Brad Lander and handcuffed California Sen. Alex Padilla.

For months, Democrats have wondered if agents at the Newark immigration detention center had been instructed by a superior to arrest Baraka. Witness accounts and other video footage taken that day showed the mayor had been allowed inside a gated area by a guard, stood there peacefully for the better part of an hour and left the gated area when federal agents threatened him with arrest. That day, Rep. Rob Menendez (D-N.J.) told POLITICO that he’d witnessed an agent inside the gated area talking on the phone with someone who told the agent to arrest Baraka, who by the time of the call was outside the gate. McIver gave a similar account in a press conference at the time.

The description of the bodycam footage submitted in court last week by McIver’s attorneys bolsters that account. Quoting from the footage, her attorneys wrote that the special agent on the phone said of Baraka during the call: “Even though he stepped out, I am going to put him in cuffs.”

Then the agent made the comment about arresting the mayor “per the deputy attorney general.” Moments later, law enforcement officials came out of the gate and arrested Baraka, setting off a scrum involving the mayor and members of Congress. McIver is accused in a three-count indictment of slamming the special agent with her forearm, “forcibly” grabbing him and using her forearms to strike another agent. She has pleaded not guilty.

Less than two weeks later, federal prosecutors dropped a trespassing charge against Baraka. But a federal judge chided the effort to charge him in the first place. Magistrate Judge André M. Espinosa called it an “embarrassing retraction” that “suggests a failure to adequately investigate, to carefully gather facts and to thoughtfully consider the implications of your actions before wielding your immense power.”

Baraka is the progressive mayor of New Jersey’s largest city and at the time of his arrest was seeking the Democratic nomination for governor, an election he has since lost. Separately, he is suing the Trump administration for “malicious prosecution” in a lawsuit that names acting U.S. Attorney Alina Habba and Ricky Patel, a special agent in charge for Homeland Security Investigations’ Newark Division.

According to a comparison of court documents filed in the Baraka and McIver cases, Patel is the special agent overheard on the bodycam footage referring to the deputy attorney general.

McIver tries to harness Trump immunity ruling

The new revelations about the episode came in legal briefs asking to have McIver’s own case thrown out.

As part of that effort, McIver asked the judge overseeing the case, U.S. District Judge Jamel Semper, to rule that lawmakers have the same kind of immunity from prosecutions that the Supreme Court gave Trump.

Her attorneys said McIver’s visit to the detention facility, known as Delaney Hall, was a legislative act she cannot be prosecuted for. They cited the Supreme Court ruling last summer that gave Trump immunity from criminal prosecution for some actions he took during his first presidential term while fighting to subvert the 2020 election.

McIver’s attorneys also argued that she is facing intimidation and that Habba’s office, which is prosecuting the case, is undermining the Constitution’s “Speech or Debate” Clause. That clause grants members of Congress a form of immunity that is mostly impenetrable in investigations relating to the official duties of lawmakers, their aides or other congressional officials.

The Department of Homeland Security said the argument is laughable.

“Suggesting that physically assaulting a federal law enforcement officer is ‘legitimate legislative activity’ covered by legislative immunity makes a joke of all three branches of government at once,” the Homeland Security Department’s assistant secretary, Tricia McLaughlin, said in a statement.

If lawmakers don’t continue to receive such protections, McIver’s legal team warns of dire consequences for the country.

“If these charges are allowed to move forward, they will send a chilling message to Congress on the risk it takes when it scrutinizes the Administration’s activities,” McIver’s defense team wrote. “The Speech or Debate Clause was designed to prevent that kind of message and intimidation.”

Former Sen. Bob Menendez — Rob Menendez’s father — has tried to use the speech or debate clause to shield himself from corruption charges. He is now serving an 11-year prison sentence and appealing the conviction. McIver’s attorneys cited a 3rd Circuit ruling against Menendez in 2016 — who was then facing different corruption charges that were later dropped — as making clear that members of Congress do have immunity for legislative actions but that the allegations against him were for things beyond the scope of that immunity. McIver’s team argued the Menendez case “could not be more different” from hers.

In another legal filing made last week, McIver also sought to dismiss the charges against her based on unconstitutional “selective” and “vindictive” prosecution, noting that the Justice Department walked away from prosecutions of hundreds of defendants from Jan. 6, 2021, despite clear video of many attacking police officers.

She stated, “I would ask Homeland Security Secretary Kristi Noem about the funding cuts, adding that it is possible the agency is risking New Yorkers’ safety as a political power move.”

Amid the fight for security funding, NYC Democratic mayoral candidate Zohran Mamdani has come under fire for reportedly spending over $33,000 on private security throughout his campaign. Critics condemned the spending, citing his 2020 calls to defund the police.

In 2020, Mamdani wrote, “We don’t need an investigation to know that the NYPD is racist, anti‑queer & a major threat to public safety. What we need is to #DefundTheNYPD. But your compromise uses budget tricks to keep as many cops as possible on the beat. NO to fake cuts – defund the police.” He added, “We need a socialist city council to defund the police.”

Mamdani added, “The New York City Council tried to make the NYPD reduce its overtime budget by half. They simply refused. There is no negotiating with an institution this wicked & corrupt. Defund it. Dismantle it. End the cycle of violence.”

The Department of Homeland Security posted a video Thursday on X featuring music by rapper DaBaby and footage of a Ford Raptor pickup truck and GMC Yukon SUV traveling the streets of Washington, D.C., and parked outside the White House and the U.S. Capitol. The trucks, which have the same color scheme as Trump’s private jet, sport ICE’s logo and the phrase: “Defend the Homeland.” The words “President Donald J. Trump” appear on the back window of at least one of the vehicles.

The Homeland Security Department’s thread directs users to ICE’s job recruiting website, as it works toward hiring 10,000 officers. Another post with images of the trucks declares: “We will have our country back.”

In the past two weeks, Trump’s administration spent $384,000 on new Ford Raptors and GMC Yukons for “recruitment purposes,” according to federal procurement data. The administration also spent $182,000 this week on “graphic wrap design and application for law enforcement vehicles.” 

Under the Big Beautiful Bill, Trump’s legislation to slash taxes for the rich and health care for the poor, the administration received tens of billions of dollars to hire thousands of new ICE agents. Trump officials are now seeking to recruit agents all over the country, from coast to coast, border to border, to supercharge the president’s militarized immigration crackdown.

The decision to parade new ICE trucks around the nation’s capital comes as Trump has troops in the streets and is leading a federal takeover of Washington because a group of teenagers allegedly beat up a Trump administration staffer known as “Big Balls.”

A $560,000 expense on trucks and wraps the administration can use in social media posts looks downright frugal compared to the $200 million that DHS is spending on ads thanking Trump for deporting immigrants. (Those ad buys are being placed by the firm that bought most of the ads for Trump’s 2024 campaign.)

The Trump administration also spent up to $45 million on a military parade through D.C. on the president’s birthday.

A conservative commentator was hit with a quick fact check on CNN after excusing President Donald Trump’s interference in the Texas redistricting mess.

Border Patrol agents poured into downtown Los Angeles as California Gov. Gavin Newsom and other Democrats outlined plans to redraw California’s congressional map in response to a Republican push to do the same in Texas to their own advantage, and conservative journalist Rob Bluey told “CNN This Morning” that the situations in the two states were completely different.

“It’s important also to point out that we’re talking about two different sets of facts,” Bluey said. “The whole situation in Texas stemmed from a lawsuit and a decision by the Fifth Circuit Court of Appeals.”

Fellow panelist Sabrina Singh, a former deputy Pentagon press secretary under Joe Biden, quickly pushed back.

“That’s still caught up in the courts,” she said. “What Gov. [Greg] Abbott is taking a Sharpie pen and just redoing the maps. That’s not from the lawsuit that’s been brought.”

Bluey argued the GOP governor’s actions were justified by changes to the state’s population since the last census was conducted five years ago.

“Texas has also had 2 million new residents move into the state since the last census,” he said. “The census made errors. Texas was cheated out of a seat and an electoral vote and Florida was cheated out of two because the census made errors. There were a number of problems that have happened over the last couple of years that could lead people to that conclusion that [host Audie Cornish] just made, that their vote is in some ways not [being counted].”

Cornish expressed skepticism, asking whether states should simply call for a new census and redraw their congressional maps if they didn’t like the results of the head count conducted under constitutional authority, and Bluey eagerly took the bait.

“I think states should do their own census,” Bluey said. “Maybe each state and the federal government can do this in collaboration. By the way, in the 1970s they amended the law and they said that you could do a mid-decade census, so it’s not that Donald Trump’s doing anything unusual, it’s just that the federal government hasn’t done it before.”

Singh poured cold water on Bluey’s argument, saying the president’s insistence on changing a state’s congressional map to favor his own party was indeed unusual.

“Each state has their own different constitution, but the lawsuit that you’re referring to is not why Gov. Abbott decided to draw the map, redraw the maps,” Singh said. “He decided to do that because Donald Trump put pressure on him. The lawsuit is still in the Texas courts and has not risen to the state level to redraw the map.”

President Donald Trump‘s proposal for a new national census that excludes people living in the United States illegally could reduce Texas’ political power by reducing both its number of Electoral College votes and seats in the House of Representatives.

Why It Matters

The Trump administration is pushing for a new census despite the next one not being due until 2030. Excluding those in the U.S. illegally from the figures would reduce the political representation of states with disproportionately high illegal migrant populations, such as California and Texas.

Citing “two people with knowledge of the effort,” The Texas Tribune reported that the administration’s primary goal behind the new census was to boost Republicans politically, though some experts have expressed skepticism over whether this would happen.

What To Know

On August 7, Trump said he had instructed the Department of Commerce to begin work on a new national census that would exclude illegal migrants, using data from the 2024 presidential election as a baseline.

Census Bureau data is used to determine how many seats each state gets in the House of Representatives and also how many Electoral College votes it gets during presidential elections. So if a state loses population disproportionately once illegal migrants are excluded, it would see its political influence decrease.

In 2024, the Department of Homeland Security estimated that in January 2022 there were 10,990,000 people residing in the U.S. illegally. It found that California had the largest illegal migrant population with 2,600,000 people, followed by Texas with 2,060,000, Florida with 590,000 and New Jersey with 490,000.

Speaking with Newsweek, Joshua Blank, who heads the Texas Politics Project at the University of Texas at Austin, said a new census without illegal migrants would reduce the state’s population and therefore its House representation. He added that Texas “did nothing to promote census participation” in 2020.

Blank said: “While, ostensibly, this move would reduce Texas’ population size for the purpose of congressional districts, it’s probably the case that it’s less than it would if Texas were to have engaged in a serious effort to get a good count in the first place.”

In terms of the nationwide political effect, Blank added: “This would apply to other states, including other states with large immigrant populations, and those that actually sought to get an accurate count, like California. So the overall exchange of seats, since the number of overall congressional seats remains fixed, is pretty hard to game out.”

Trump’s new census plan would almost certainly face legal challenges, with critics arguing that it violates the 14th Amendment, which states that seats in the House should be based on “counting the whole number of persons in each State.”

Gil Guerra, an immigration policy analyst at the Niskanen Center, told Newsweek“These numbers matter enormously for apportionment—states like California, Texas, and Florida have substantial undocumented populations that currently contribute to their congressional representation.”

Speaking with The Texas Tribune about the president’s new census proposal, Robert Warren, a demographer at the Center for Migration Studies, said: “It wouldn’t shift enough [House] seats to make any difference, and that’s been true for five straight censuses.”

President Donald Trump wrote on Truth Social on August 7: “I have instructed our Department of Commerce to immediately begin work on a new and highly accurate CENSUS based on modern day facts and figures and, importantly, using the results and information gained from the Presidential Election of 2024. People who are in our Country illegally WILL NOT BE COUNTED IN THE CENSUS. Thank you for your attention to this matter!”

A Department of Commerce spokesperson told Newsweek: “The Census Bureau will immediately adopt modern technology tools for use in the Census to better understand our robust Census data. We will accurately analyze the data to reflect the number of legal residents in the United States.”

What Happens Next

If Trump pushes ahead with his plan, it will almost inevitably spark a major legal battle. Even if the courts approve, experts agree that the overall effect on American politics is hard to determine, though states with a high illegal migrant population—such as Texas—will likely lose some influence.
