The Handbasket: US “relocates” Iraqi refugee to Rwanda via new diplomatic arrangement

A State Department cable indicates at least 10 more people will be subjected to the same.

Now the U.S. is dumping refugees in Rwanda:

A US State Department cable was sent from the American Embassy in Kigali, Rwanda, on March 13th with some major news: Rwanda said it was willing to accept deportees from the United States who are unable to be sent to their country of origin for fear of persecution. A copy of the cable reviewed by The Handbasket in March confirmed the news. And now according to a new cable, which has also been reviewed by The Handbasket, the first person has officially been deported from the US to Rwanda via this new arrangement.

The Trump administration’s efforts to deport as many people as possible is loudly and publicly underway, most notably with the 238 men who were sent to El Salvador in March without due process. Unlike those cases, however, the administration has opted to quietly send Iraqi national Omar Abdulsattar Ameen from the US to Rwanda, wherein Rwanda acts as a “third country.” But it remains unclear what legal processes allowed for this to happen.

The cable, sent today—April 22, 2025—confirms Ameen’s “relocation” has already happened.

Texas Tribune: UT-Rio Grande Valley students caught in nationwide sweep sue Homeland Security over immigration status

Four international students at the University of Texas-Rio Grande Valley are suing the Department of Homeland Security, alleging its recent steps to terminate their legal immigration status based on minor criminal cases that have already been resolved are unlawful and designed to coerce them into leaving the country voluntarily.

  • Castellanos was given a class C misdemeanor ticket for public intoxication in 2020 and pleaded guilty to failing to yield the right of way when turning left. He paid a fine in 2024.
  • Timilsena was charged in 2024 with “intentionally, knowingly or recklessly causing bodily injury” to his wife, a class A misdemeanor. The case was dismissed upon the prosecution’s request.
  • Gholami was charged in October with preventing or interfering with the ability to place an emergency call, a class A misdemeanor. He has not been convicted.
  • Wong was convicted of driving while intoxicated. His conviction was dismissed after he completed a pre-trial diversion program.

CNN: A Maryland mother was detained by ICE nearly two weeks ago. So far, no evidence has been provided

To Karen Cruz Berrios, her mother is a hard-working, devoted single parent. To the Department of Homeland Security, she is “ … an associate of the vicious MS-13 gang.”

However, nearly two weeks after Elsy Noemi Berrios, 52, was taken into Immigration and Customs Enforcement custody, DHS has yet to disclose any evidence to substantiate its claim against the Salvadoran woman to the public or, her attorneys say, to them.

Noemi Berrios was arrested by federal agents in Westminster, Maryland, on the morning of March 31 as she drove to work with her daughter, according to her family.

Cell phone video, shot and shared by Cruz Berrios, shows authorities demanded her mother step out of the vehicle. She’s heard refusing and asking the officers to show her a detention order.

“I do not need to show you the warrant,” responded one of the officers wearing a tactical vest marked “Federal Agent.”

Seconds later, officers shattered her driver’s side window to unlock the door and removed Noemi Berrios from the car before handcuffing her hands behind her back.

Dogukan Gunaydin, University of Minnesota student disappeared by ICE

So now they claim to have filed new charges against the University of Minnesota student, Dogukan Gunaydin, who was disappeared by ICE. However, when I log in to my federal PACER account and search for a case file and documents, there is … nada. So what’s next for Dogukan? Secret arrest? Secret charges with no public case file? A real gulag? A bullet in the back of the head, Russian style?

U.S. Senators Lisa Murkowski (R-Alaska) and Jeanne Shaheen (D-New Hampshire), who is also Ranking Member of the Senate Foreign Relations Committee, sent a letter to U.S. Secretary of Homeland Security Kristi Noem calling on Noem “to immediately explain how the Department of Homeland Security mistakenly sent an email to Ukrainians on humanitarian parole in the U.S. that they had seven days to leave the country.”

As seen in the letter below, Murkowski and Shaheen explain that “Ukrainians who have participated in the Uniting for Ukraine program have entered the U.S. lawfully, passed rigorous screening and vetting requirements and have been required to find financial support from private U.S. sponsors.”

The Senators added, “Abruptly and cruelly telling victims of Russia’s war to leave the country would not reflect American values — and it risks emboldening Putin to continue the war, despite President Trump’s stated objectives to establish peace.”

Murkowski and Shaheen wrote that “The fact that the Department of Homeland Security (DHS) drafted such a notification is alarming,” noting that Congress has not been notified regarding any proposed changes to the program. The lawmakers said their congressional staff inquiries to DHS “resulted in conflicting responses that demonstrated a disturbing lack of interagency coordination or strategy on the status of humanitarian parole for Ukrainians.”

Newsweek: US Airline Agrees To Deport Migrants For ICE

Budget carrier Avelo Airlines has signed a deal to conduct deportation flights for U.S. Immigration and Customs Enforcement (ICE), with operations beginning in May out of Arizona, the company confirmed.

The Houston-based airline will provide both domestic and international flights for the Department of Homeland Security’s immigration enforcement arm as part of what CEO Andrew Levy described as a “long-term charter program.”

Homeland Security Secretary Kristi Noem is being blasted online for posing while pointing her rifle at an officer’s face in a new social media video.

In a 20-second video posted to X on Tuesday, Noem, who once boasted about killing her dog, stands between two Immigration and Customs Enforcement officers as she wields a gun. Social media users flooded the comments section of her clip to warn about the dangers of holding her weapon in that way.

Democratic New Mexico Sen. Martin Heinrich went in a different direction, seemingly referring to her past claim of shooting her 14-month-old wirehaired pointer: “Kristi Noem preparing to break down the door of your local pet shelter.”

Another X user followed suit, writing: “Kristi Noem got the dude on the right confused with a puppy.”

Raw Story: ‘What the hell?’ Protester’s lawyer grilled by feds as he flies home from spring break

A Michigan lawyer who’s representing a pro-Palestinian demonstrator arrested at a campus protest says he was detained, interrogated and ordered to hand over his phone for inspection after returning from a spring break trip to the Dominican Republic with his family.

Dearborn attorney Amir Makled, whose client Samantha Lewis was among seven arrested last year following a protest at the University of Michigan, was grabbed after landing along with his wife and two daughters as they went through a passport screening. An agent notified the Tactical Terrorism Response Team after he was screened, reported the Detroit Free Press.

“I don’t know what triggered this,” Makled told the newspaper. “I don’t know if it’s a result of civil rights cases, or First Amendment issues involving student protesters. They wouldn’t tell me what it is.”

Two federal agents questioned the 38-year-old civil rights and criminal defense attorney for 90 minutes, and he agreed the law permitted them to briefly confiscate his phone, but he refused to let them have it because it contained privileged information regarding his clients. Ultimately he allowed them to view his contact list.

“I’m an American citizen, I’m not worried about being deported,” Makled said, recalling what he thought in the interrogation room. “So, I tell them, ‘I know you can take my phone. I’m not going to give you my phone, however … 90 percent of my work is on my phone. You’re not getting unfettered access to (it).’ “

“This current administration is doing something that no administration has done — they are attacking attorneys,” Makled said. “This is a different type of threat to the rule of law that I see. They are now challenging the judiciary, or lawyers, they’re putting pressure (on them) to dissuade attorneys from taking on issues that are against the government’s issues. We have an obligation as lawyers to stand up to this stuff.”

The Department of Homeland Security (DHS) has ordered migrants who entered the U.S. via the CBP One app to leave “immediately.”

The Biden-era CBP One app—through which more than 900,000 people were allowed temporary entry beginning in January 2023—was used to schedule appointments at ports of entry and helped migrants live and work under parole in the U.S. for two years.
