A federal appeals court upheld a lower court’s injunction blocking the full deployment of National Guard troops in Illinois, while Operation Midway Blitz has resulted in over 1,000 arrests of undocumented migrants in the Chicago area, according to the Department of Homeland Security. The administration has federalized 300 Illinois and 400 Texas National Guard troops to secure federal sites in Chicago and beyond, a step decried by state and city leaders as an unconstitutional intrusion and discriminatory tactic, prompting lawsuits from Illinois and Chicago to halt the operations.

Trump said, “Chicago Mayor should be in jail for failing to protect (U.S. Immigration and Customs Enforcement) Officers!” He added, “Governor Pritzker also!”

Bovino said, “I doubt the governor could fill custard in a pie factory if it came down to it, but what he is adept at is placing his citizens, his law enforcement officers, and his state in jeopardy at the hands of criminals.” Bovino added, “It’s plain and simple: he doesn’t care.”

Charlotte Observer: ‘No Rebellion’: Judges Rebuke Trump’s Crackdown Claims

President Donald Trump has asserted the U.S. is facing a crisis, advocating for expanded powers and National Guard deployments, particularly in Democrat-led states. Federal courts in Illinois and Oregon have pushed back Trump’s claims, rejecting assertions of widespread unrest. In Illinois, Trump called Chicago a “warzone” to justify federal intervention, but Judge April Perry ruled protests were small and managed.

Perry stated, “There was no such rebellion or danger of one.” She added that the administration’s claims of unrest were “simply unreliable” and showed a “lack of credibility.”

In Portland, Judge Karin Immergut dismissed claims of domestic terrorism, noting protests were mostly contained and had declined by the time of Trump’s intervention order. Trump stated, “Portland is almost an insurrection.”

Immergut said, “The protests have been such a minor issue, that the normal nightlife in downtown Portland has required more police resources than the ICE facility.”

Newsweek: Donald Trump suffers another blow in National Guard deployment

The Trump administration suffered a legal blow on Friday afternoon when the 9th U.S. Circuit Court of Appeals stayed an order issued on October 20 by a federal appellate court ruling it could deploy 200 National Guard troops to Portland, Oregon, under federal control.\…

On October 20, a three-judge appeals court ruled that Trump could federalize 200 National Guard troops for deployment to Portland, with two Trump-appointed judges in favor, while one Bill Clinton appointee was opposed.

However, on Friday, the 9th Circuit Court of Appeals granted a stay preventing this from coming into effect until 5 p.m. on October 28 at the earliest, while the court decides whether to reconsider the case. The matter could now appear before a so-called en banc review, made up of 11 judges.

San Francisco Chronicle: Protest of Bay Area immigration crackdown met with apparent stun grenades at Coast Guard base

During the fracas at the Coast Guard base, federal agents deployed apparent flash-bang grenades to disperse the crowd and fired a pepper round that struck a clergyman near the chin. The impact caked his face and clothing in orange powder.

The Rev. Jorge Bautista, pastor of the College Heights United Church of Christ in San Mateo, said an agent shot him in the face with the projectile from about 5 feet away.

“I’m in a lot of pain,” Bautista texted the Chronicle from an emergency room in Oakland. “He clearly was aiming for the face.”

Alternet: Trump gets bad news from one of his own appointed Supreme Court justices

Not long after losing his bid to deploy the U.S. military in Illinois at the U.S. Circuit Court level, President Donald Trump asked for help from the Supreme Court of the United States (SCOTUS). But he’s already running into difficulty in the form of one of his own appointed justices.

Politico legal correspondent Josh Gerstein reported Friday that while the Court has agreed to hear Trump’s case and has given the State of Illinois a deadline of 5 PM on Monday to respond to Trump, there’s a catch: According to Gerstein, Justice Amy Coney Barrett declined Trump’s request of an administrative stay of a lower court order preventing him from deploying troops in Illinois borders.

In legal parlance, a higher court can “stay” a lower court’s order — meaning pause it while litigation plays out — if a complainant asks for one. However, the 6-3 conservative supermajority on the Supreme Court not granting Trump his stay means that his administration will be unable to have federal troops patrolling the streets of America’s third-largest city.

Newsweek: Portland Mayor: ICE Facility Is a Disaster Waiting To Happen | Opinion

An “accident chain” is a collection of small mistakes or oversights that, together, can lead to an accident, injury or death. As the former CEO of one of North America’s safest freight trucking companies, and now the mayor of Portland, Oregon, I’ve learned to see these potential chain-links everywhere.  

Earlier this month, I was summoned to meet Homeland Security Secretary Kristi Noem and Trump adviser Corey Lewandowski at Portland’s controversial Immigration and Customs Enforcement facility. In business, I asked for, and received, a workplace so organized and clean that we could find every tool or piece of equipment in the dark—”a place for everything, and everything in its place.” By contrast, the ICE facility was a mess of overflowing dumpsters, loose body armor and crowd control munitions and a broken HVAC air conditioning system that raised both temperatures and tempers in the aging building.  

It is little wonder why Secretary Noem has ignored or denied all regional journalists who have requested access to this facility, opting instead to fly in the least credible, most ideologically compromised hangers-on that MAGA social media has to offer.
