FEMA employees were abruptly placed on administrative leave Tuesday—just 24 hours after they signed an explosive open letter warning Donald Trump that the agency is being dragged back to its pre-Katrina dark ages.
The letter, signed by 191 current and former FEMA staffers, was sent to Congress and top officials on Monday. Its message was blunt—the people now running FEMA are inexperienced, politically driven, and dismantling the very programs that keep Americans safe when disaster strikes.
The writers warned that, left unchecked, the agency could stumble into catastrophe. By Tuesday evening, FEMA’s administrator’s office had fired back with suspension letters.
The employees were told they would remain in “non-duty status” but keep their pay and benefits, effectively being benched for speaking out.
The letter also cited decisions made by Secretary of Homeland Security Kristi “ICE Barbie” Noem as a reason the agency could fail to manage disaster responses.
FEMA confirmed that multiple employees were placed on immediate leave, though the exact number remains unclear. Of the nearly 200 signatories, only about 36 revealed their names publicly, The Washington Post and CNN reported.
“It is not surprising that some of the same bureaucrats who presided over decades of inefficiency are now objecting to reform. Change is always hard. It is especially for those invested in the status quo, who have forgotten that their duty is to the American people not entrenched bureaucracy,” a FEMA spokesperson told the Daily Beast.
“Under the Biden Administration, the American people were abandoned as disasters ravaged North Carolina, and needed aid was denied based on party affiliation in Florida. Our obligation is to survivors, not to protecting broken systems. Under the leadership of Secretary Noem, FEMA will return to its mission of assisting Americans at their most vulnerable.”
Former President George W. Bush was heavily criticized for his administration’s slow response to Hurricane Katrina particularly in New Orleans, where much of the city was left underwater. In its aftermath, Congress passed the Post-Katrina Emergency Management Reform Act of 2006 (PKEMRA), which added safeguards to prevent another botched response.
The letter from FEMA employees warns that the Trump administration is rolling back those protections and calls on Congress to intervene. Their demands include shielding FEMA from “further interference” from the DHS, stopping “illegal impoundments of appropriated funding,” and protecting FEMA workers from “politically motivated firings.”
Noem, whose department oversees FEMA, was already under fire in July over the response to flooding in Texas that left about 135 people dead. Critics blamed a new rule she insisted upon, which required her personal sign-off on any contract or grant over $100,000, which delayed the deployment of an Urban Search and Rescue team by at least three days.
At least two FEMA staffers placed on leave had been part of that Texas flood response, The Washington Post reported.
Jeremy Edwards, a former FEMA press secretary who signed the “FEMA Katrina Declaration,” said the number of signatories “signifies the severity of the problem.”
“They are that scared of us being so inadequately unprepared. It speaks a lot to the situation right now,” Edwards told The Post.
The Trump administration also placed about 140 Environmental Protection Agency employees on leave in July after they signed a letter protesting the agency’s management and the treatment of federal workers.

Tariff-loving Donald Trump has issued an unhinged threat against countries he claims don’t show the U.S. and major tech companies “respect.”
In a typical deranged late-night post on Truth Social, the MAGA president warned he would impose “substantial” new tariffs and block U.S. chip exports to countries that enforce digital taxes.
Trump argued that digital service taxes are designed to “harm, or discriminate” against American technology, and issued a sinister warning for if they are not dropped.
Trump has long railed against digital services taxes, including those imposed in Europe, which primarily hit U.S. tech giants, including Apple, Google, and Meta.
“They also, outrageously, give a complete pass to China’s largest Tech Companies. This must end, and end NOW,” Trump wrote.
“With this TRUTH, I put all Countries with Digital Taxes, Legislation, Rules, or Regulations, on notice that unless these discriminatory actions are removed,” he added. “America, and American Technology Companies, are neither the ‘piggy bank’ nor the ‘doormat’ of the World any longer. Show respect to America and our amazing Tech Companies or, consider the consequences! Thank you for your attention to this matter.”
While not mentioning any nation by name, his comments appear to be a swipe at the European Union, whose Digital Markets Act (DMA) designates tech behemoths as “gatekeepers” and seeks to ensure they do not have a monopoly on their respective markets or abuse their powers.
The president’s warning came shortly after the U.S. and EU issued a joint statement pledging to negotiate over “unjustified trade barriers” targeting U.S. tech companies and agreeing not to impose customs duties on electronic transmissions, Bloomberg reported.
In June, Canada also pulled plans to tax American tech companies’ operations in the country to appease Trump amid threats to impose higher tariffs on imports from its northern neighbor.
Trump blasted Canada’s proposed digital tax—which would have slapped a 3 percent levy on Canadian revenue above $20 million—as a “blatant attack.”
At the time, White House Press Secretary Karoline Leavitt said Canadian Prime Minister Mark Carney “caved” to Trump by dropping the tax, originally announced in 2020.

During a monologue on The Last Word, O’Donnell noted that Trump took the almost unheard-of step of sitting behind the Resolute Desk during a meeting with European leaders in the Oval Office on Monday, rather than the usual spot in front of the fireplace.

Daily Beast: Gabbard’s Revenge Purge Immediately Runs Into a Major Problem
The Director of National Intelligence stripped more officials of their security clearances after Trump targeted his rivals.
Tulsi Gabbard may have broken the law by publicly identifying dozens of current and former officials while revoking their security clearances, according to a national security lawyer.
Gabbard revealed that 37 people have been targeted in the clearance purge ordered by President Trump, accusing them without evidence of “politicizing and manipulating intelligence, leaking classified intelligence without authorization, and/or committing intentional egregious violations of tradecraft standards.”
Gabbard made the announcement—which comes after Trump stripped the security clearance of his political opponents—by posting a memo from her office on X. The list of 37 individuals targeted includes intelligence officials who concluded that Russia interfered in the 2016 presidential election, as well as those accused by far-right activist Laura Loomer of lacking loyalty to Trump, according to Axios.
Mark Zaid, an attorney who represents intelligence officers and who is suing the Trump administration to have his own stripped security clearance restored, suggested Gabbard may have landed herself in legal trouble by making the memo public.
“Can you say ‘Privacy Act violation’? I certainly can,” Zaid wrote in a post on X. “Further proof of weaponization and politicization. The vast majority of these individuals are not household names & are dedicated public servants who have worked across multiple presidential administrations.”
Zaid—who previously represented a whistleblower who accused Trump of attempting to extort Ukraine for dirt on former President Joe Biden ahead of the 2020 election—told Axios that a person’s security clearance “is maintained in a protected Privacy Act System of records.”
He added the government “cannot simply release that information without written consent from the individual or the existence of a Routine Use, which I do not believe exists for this purpose.”
Those who lost clearances reportedly include officials who signed a letter supporting Trump’s first impeachment trial, when he was accused of threatening to withhold military aid to Ukraine unless President Volodymyr Zelensky agreed to investigate Hunter Biden’s business dealings ahead of the 2020 election.
Others were targeted online by Loomer, an extremist and conspiracy theorist who has taken credit for multiple people being removed from the Trump administration, citing reasons such as their prior service in the Obama or Biden administrations.

In response to Zaid’s remarks, White House Spokesman Davis Ingle told the Daily Beast: “President Trump promised to end the weaponization of government against American citizens which is why Director Gabbard rightfully directed the revocation of 37 security clearances from current and former intelligence officials who abused their positions of public trust.”
The Trump administration has stripped numerous national security officials and political opponents of their clearances as part of the president’s campaign of retribution.
Those affected include Trump’s 2024 election rival, former Vice President Kamala Harris. New York Attorney General Letitia James—who prosecuted Trump for filing fraudulent financial filings for years—was also targeted, as was former president Joe Biden and his entire family.
The Office of the Director of National Intelligence did not immediately respond to a request for comment from the Daily Beast.

FAA records show that Bedford is a licensed private pilot with certifications to fly single- and multi-engine planes, including in poor weather and at night. However, he is not listed in the FAA’s registry of pilots who hold commercial licenses.
